The Middlebury Police Department on September 4, 2025, issued a press release on the September 3 operation at Ruby Aroma Spa at 2016 Straits Turnpike in Middlebury. They arrested two women, Kwang Nam Kim, 70, of Queens, New York, and Jingzi Xu, 60, of Flushing, New York. Kim was charged with second degree promoting prostitution and prostitution, and Xu was charged with third-degree promoting prostitution.
Bond was initially set at $25,000 each, but the bail commissioner reduced it to $10,000 each. Kim posted a $700 cash bond, as did Xu. Both women are to appear in court September 17, 2025, in GA #4 in Waterbury Superior Court.

The press release states the investigation began after police received complaints from concerned residents and nearby businesses regarding suspected illicit activity at the spa. An undercover officer was “deployed” and an employee of the spa offered that officer sexual acts in exchange for payment. That is when the two women were taken into custody.
A search warrant was obtained, and evidence found included more than $15,000 in cash, business records and items related to providing sexual services.
Middlebury Police were assisted by Waterbury Police Vice and Intelligence, Waterbury Police Gang Task Force, Naugatuck Police Detective Bureau, Connecticut State Police and CSP K-9 Freda.
Further reporting will include whether or not organized crime and human trafficking are involved along with information such as additional arrests in other states that seem related to this case.
