Police charge employee with cruelty

Middlebury Police Chief Fran Dabbo reports an extensive investigation ended with the department issuing an arrest warrant charging Jessica Rodriguez, 33, of Cooke Street in Waterbury with cruelty to persons. Rodriguez was placed under arrest by Waterbury Police Thursday, June 29, and turned over to Middlebury Police. She was booked and held by Middlebury Police under a $25,000 court-set bond. Rodriguez, who could not make bond, was presented in Waterbury Court Friday, June 30.

The investigation began May 4 when Officer Patrick Deely was informed an assault had occurred in a group home on Briarwood Terrace. The complaint was first investigated by the group home’s operator, Marrakech Inc. Marrakech was operating under the umbrella of the Connecticut Department of Developmental Services (DDS).

The group home operator conducted an initial investigation that was reviewed by DDS, who then forwarded it to the Connecticut States Attorney’s Office. The case was reviewed by the State Attorney’s Office and turned over to the Middlebury Police Department for investigation.

Rodriguez was accused of allegedly being unnecessarily rough while restraining the victim. There are specific rules and procedures that must be followed when a client must be restrained. Rodriguez also is accused of allegedly pulling the victim’s clothing off in front of the rest of the home’s residents and throwing the victim into a cold shower.

Officer Deely received a report compiled by Marrakech that contained five witness statements along with other evidence. With the full cooperation of Marrakech and the DDS, Middlebury Police issued the arrest warrant.
